Origin, Aims and Objectives

The Institute of Correctional Administration, Chandigarh is a Society registered under the Societies Registration Act 1860 and was established under the overall administrative control of the Govt. of India, Ministry of Home Affairs, New Delhi.  The Institute receives grant-in-aid from the Ministry of Home Affairs. All its affairs are being regulated by the Board of Management and thereafter its approval from the Government of India.  With the increasing emphasis on treating Jails as Correctional Centres for rehabilitation of prisoners, the subject of training of the custodial officers and staff has assumed great significance. If society's attitude towards the prisoner has to change a beginning will have to be made with the prison personnel and strengthening the staff training. However, it is not only a reorientation of attitude for which training is necessary, the very complexities of crime in a changed social scenario have made it imperative that custodial officers are well versed with aspects of Criminology, Law, Public Administration and Personnel Management, besides, of course, Sociology and Psychology which have a bearing on criminal behaviour. Thus, training to be imparted to the prison personnel will have to be multi-dimensional in character and approach. This naturally requires well-organized training institutions both at the State as well as Regional levels.

Various High Powered Committees constituted by the Government of India have emphasized on the need for imparting training to prison personnel at different levels. These committees have observed that the success of the Correctional Administration would depend mainly on the faith, philosophy, and efficiency of the Correctional Personnel which in turn are determined by the quality of training imparted to them.

The All India Committee on Jail Reforms (1980-83) also laid great stress on training of prison personnel and recommended establishment of proper training institutions for correctional officers at the regional and national levels while training of the warder staff could be imparted at the state level. The Cabinet Committee on Political Affairs while considering the scheme on Modernization of Prison Administration decided in their meeting on 2.8.1988 that the Regional Training Centres for Prison Personnel should be established by the Central Government preferably in Union Territories. In pursuance to this decision, it was decided to set-up an Institute of Correctional Administration at Chandigarh and to develop it as a Regional Institute on lines with the existing Institute at Vellore, Tamil Nadu which caters to the training needs of Correctional Officers in the Southern States of Tamil Nadu, Kerala, Telangana, Karnataka, and Andhra Pradesh.

The Institute at Chandigarh started functioning from the year 1989 with full financial assistance from the Centre. It is a Society registered under the Societies Registration Act, 1860 and it has its own Board of Management headed by Special Secretary/Additional Secretary Government of India, Ministry of Home Affairs. In the absence of its own building, the Institute started conducting short-term orientation courses in the U.T., State Guest House at Chandigarh from July, 1991. Later on, the Institute became functional in its present build Campus in February, 1999. The existing building of the Institute was purchased from the Chandigarh Administration at total a cost of Rs. 73.59 lacs which was assessed by the Central PWD and it was paid in five annual instalments to the Chandigarh Administration (Director, Technical Education, Chandigarh). The addition, alterations, and renovation work of the building complex was entrusted to the Engineering Department of the Chandigarh Administration as a deposit work.

Aims

Institute of Correctional Administration, Chandigarh aims to impart training in Correctional Administration and allied subjects; promote and provide for the study of Correctional Administration; undertake, organize and facilitate training courses, conferences and lectures and research in matters relating to Correctional Administration and Publication of research papers and books in the area of Correctional Administration.

The Institute has well furnished rooms for accommodation of trainees and resource persons and is well equipped with professional facilities. The Institute imparts training to Prison Personnel from all over India as well as to Police Personnel of Himachal Pradesh, Punjab, Haryana and U.T., Chandigarh. The Institute since 2000 has conducted more than 630 training programmes, in which more than 6000 prison personnel of different ranks participated. The Hon'ble High Court Judges, Professors in the Universities from various disciplines viz., Psychology, Sociology, Criminology, Law, Psychiatry and Jail Administrators have been participating as guest faculty in various training Programmes of the Institute.
